Revert "mpls: no longer hold RTNL in mpls_netconf_dump_devconf()" 



This reverts commit ff7abccd which is
commit e0f89d28 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
