Revert "arm64: errata: add detection for AMEVCNTR01 incrementing incorrectly"

This reverts commit e084c6ab which is
commit e89d120c upstream.

It breaks the Android kernel ABI as-is and needs to come back in an
abi-safe way in a future commit.
