Revert "usb: new quirk to reduce the SET_ADDRESS request timeout"

This reverts commit 3adcbec4 which is
commit 5a1ccf0c upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
