Revert "tcp: fix possible sk_priority leak in tcp_v4_send_reset()"

This reverts commit e7fd68ab which is
commit 1e306ec4 uptream.

It breaks the Android kernel abi, so revert it for now.  If it is needed
in the future it can be brought back in an ABI-safe way.
