FIXUP: BACKPORT: FROMGIT: rcu: Make call_rcu() lazy to save power

During the backport, a small update was missed. This causes boot time
issues with !CONFIG_RCU_LAZY. Fix by adding back the diff.

That should remove the need for go/crrev/c/4080988
