Revert "tty/serial: Make ->dcd_change()+uart_handle_dcd_change() status bool active" 



This reverts commit 376d15ba which is
commit 0388a152 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
