ANDROID: Re-apply vendor hooks for information of blocked tasks

This reverts commit 31c9ccb1 (Revert "ANDROID: vendor_hooks: add
waiting information for blocked tasks")

And also revert portions of 396a501b (Revert "ANDROID: rwsem: Add
vendor hook to the rw-semaphore")

The original patch has been reverted to resolve merge issues.
This patch adds again the vendor hooks for the original purpose.
