Revert "media: subdev: Improve v4l2_subdev_enable/disable_streams_fallback"

This reverts commit 2b3dc697 which is
commit 61d6c8c8 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
