Revert "macsec: Enable devices to advertise whether they update sk_buff md_dst during offloads"

This reverts commit 6536f12f which is
commit 475747a1 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
