arm64/Kconfig: Remove CONFIG_RODATA_FULL_DEFAULT_ENABLED 



Now that 'rodata=full' has been removed in favour of parity with x86,
CONFIG_RODATA_FULL_DEFAULT_ENABLED no longer serves a useful purpose.

Remove it.
