ANDROID: tracing: Add restricted vendor hooks for preemptirq events

This reverts commit 3e5f7cfa which
brings back the original change
(6dd3b426 "ANDROID: tracing: Add restricted vendor hooks for
 preemptirq events").
This is needed by Qualcomm's WALT module to make decisions based on IRQs
on/off and preempt on/off.
