ANDROID: Error to use GKI_BUILD_CONFIG_FRAGMENT. 



Kleaf has introduced --gki_build_config_fragment for quite a while
to replace GKI_BUILD_CONFIG_FRAGMENT.

Make it an error to use the legacy GKI_BUILD_CONFIG_FRAGMENT.
