ANDROID: revert scripts/setlocalversion to track upstream.

Revert all Android-ism in scripts/setlocalversion to prevent
future merge conflicts.

This reverts scripts/setlocalversion to the following commit:

Also fix up Makefile for the invocation to be the same
as upstream according to:
