msm-4.19: Added the support for Config FDE in ice driver

1) In ice.c, added the ioctl definition to get the partition
   value from hwfde code
2) Created a new header file in uapi/crypto/ice.h to declare
   the IOCTL.
3) In ice.h, added the uapi/crypto/ice.h header.
