CHROMIUM: OWNERS: Replace top-level kernel owners

The existing OWNERS file is useless, since it points at a different
Gerrit host (cross-host OWNERS is not supported) and points at people
who don't manage this kernel.

We may turn on OWNERS enforcement for chromiumos/third_party/kernel
soon, so let's at least use something functional.

Replace with the general CrOS kernel list for now.
