Revert "net: Move {l,t,d}stats allocation to core and convert veth & vrf"

This reverts commit 877c81fa which is
commit 34d21de9 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
