Revert "scsi: ufs: core: Fix clk scaling to be conditional in reset and restore"

This reverts commit 51ba6586 which is
commit 2e083cd8 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
