iommu/amd: Add helper function to check GIOSUP/GTSUP

amd_iommu_gt_ppr_supported() only checks for GTSUP. To support PASID
with V2 page table we need GIOSUP as well. Hence add new helper function
to check GIOSUP/GTSUP.
