Revert "usb: xhci: Fix Short Packet handling rework ignoring errors"

This reverts commit 1b7647ef which is
commit 9e3a2879 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
