ANDROID: ABI: Clean up symbol/ABI list for aarch64_virtual_device

Currently, running `tools/bazel run //common:kernel_aarch64_abi_update'
will cause some symbols to get removed. Given that KMI is currently
frozen, add 'kmi_symbol_list_add_only = True' to BAZEL rules to
ensure future changes to the ABI will only include additions and
generates clean ABI changes.
