Revert "netlink: Fix wraparounds of sk->sk_rmem_alloc." 



This reverts commit fd69af06 which is
commit ae8f160e upstream.

It breaks the Pixel devices for some reason, so revert it for now and it
can be brought back in the future in a safe way if really needed.
