kernel: misc: heartbeat: Ensure 8-byte heartbeat event data is copied into heartbeat buffer 



Ensure 8-byte heartbeat event data is copied into heartbeat buffer using strlcpy.
Add runtime logs controlled via module_parameter 'enable_hb_logs'.
