ANDROID: irqchip: Add IRQChip related vendor hooks 



Add vendor hooks to allow vendor enhancements to GIC, specifically
implementation-defined multi-CPU IRQ target affinity setting.

This patch is a refactored version of the android13-5.15 commit
9c25e5d6 ("ANDROID: gic: Add vendor hook to GIC").
