Revert "PCI: endpoint: Retain fixed-size BAR size as well as aligned size"

This reverts commit 0a3e2ec5 which is
commit 793908d6 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
