Merge c7971fc0 ("sched/fair: Fix value reported by hot tasks pulled in /proc/schedstat") into android13-5.15-lts

Steps on the way to 5.15.179

Resolves merge conflicts with:
	kernel/sched/fair.c
by merging away these two commits completely as they break the kernel
abi.
