Revert "irqchip/imx-irqsteer: Handle runtime power management correctly"

This reverts commit 3a2884a4 which is
commit 33b1c47d upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
