Revert "PCI/ACPI: Fix runtime PM ref imbalance on Hot-Plug Capable ports"

This reverts commit 1aaa8e9e which is
commit 6cff20ce upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
