Merge cc424890 ("mempolicy: fix migrate_pages(2) syscall return nr_failed") into android15-6.6-lts

Steps on the way to 6.6.66

Merge this commit out of the way as it does not apply at all due to all
of the folio and other mm changes in the android15-6.6 tree.

Resolves merge conflicts with:
        mm/mempolicy.c
