Revert "net: Find dst with sk's xfrm policy not ctl_sk"

This reverts commit 78879199 which is
commit e22aa148 upstream.

It breaks the Android kernel abi, so revert it for now.  If it is needed
in the future it can be brought back in an ABI-safe way.
