Revert "sysctl: treewide: drop unused argument ctl_table_root::set_ownership(table)"

This reverts commit 96f1d909 which is
commit 520713a9 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
