Revert "firmware: arm_scmi: Add a common helper to check if a message is supported"

This reverts commit e8bc38f2 which is
commit 637b6d6c upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
