ANDROID: GKI: Enable 32-bit userspace x_tables support

Upstream commit bde7170a ("netfilter: xtables: disable 32bit compat
interface by default") silently disabled
CONFIG_NETFILTER_XTABLES_COMPAT, dropping support for x_tables from
32-bit operating systems.

The GKI kernel is used by devices that still run a 32-bit OS, so enable
that config again.
