Revert "TEMP: irqchip/irq-pruss-intc: Add an inline pruss_intc_trigger() helper"

This reverts commit ae2f2f48.

Drop the header file that introduces the pruss_intc_trigger() helper.
Any PRU client drivers are expected to use the irq_set_irqchip_state()
function with appropriate arguments directly to send an event to the
PRUs.
