Revert "scsi: ufs: core: Check LSDBS cap when !mcq"

This reverts commit 8d1af5c6 which is
commit 0c60eb0c upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
