Revert "PCI: Allow PCI bridges to go to D3Hot on all non-x86"

This reverts commit 18b88bbc which is
commit a5fb3ff6 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
