Revert "net: vxlan: rename SKB_DROP_REASON_VXLAN_NO_REMOTE"

This reverts commit c1ce8ee5 which is
commit 46e0ccfb upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
