ANDROID: gki_defconfig: Shuffle ARM_SCMI_POWER_DOMAIN to its default location

Commit 820cec12 ("pmdomain: arm_scmi: Move Kconfig options to the
pmdomain subsystem") moved the ARM_SCMI_POWER_DOMAIN config entry from
drivers/firmware/arm_scmi/Kconfig back into drivers/pmdomain/arm/Kconfig
meaning that `saveconfig` insists on a reshuffle.
