ANDROID: Remove DRM component owners from core kernel branch

We do not allow subsystem teams as OWNERS on core kernel branch.
This location is meant to have limited patch intake, with each patch
being carefully tracked as our debt in reaching GKI compatibility on
the next LTS kernel (6.18).

This branch will be short-lived, meaning, it's only a temporary step as
we move to full Android model, where we will use pure Android core
kernel branch along with desktop vendor modules.
