ANDROID: usb: typec: tcpm: Add USB communication capability flag 



Backport of <29d8f5f575ca21cb14ec4b3ceaff51544bd983c3>

If PD contract is established, TCPC needs to know the USB communication
capability of port partner during the process of setting the data role.
Base on the "USB Communications Capable" bit in PDO/RDO to set the flag.
