ANDROID: usb: Add vendor hooks for USB enumeration.

Get USB enumeration status (such as bringup time or upper card owner
time).

We just need to be able to get the enumeration status of USB in the
kernel, because vivo charging needs the enumeration status information
of USB to decide whether to switch to dp and dm signal to the charger.
