Revert "scsi: ufs: core: Fix abnormal scale up after last cmd finish"

This reverts commit 95ffe734 which is
commit 6fd53da4 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
