Revert "scsi: core: Move scsi_host_busy() out of host lock if it is for per-command"

This reverts commit 9878c660 which is
commit 4e6c9011 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
