Revert "net: allow small head cache usage with large MAX_SKB_FRAGS values" 



This reverts commit ed0ca7d2 which is
commit 14ad6ed3 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
