Revert "selinux: add permission checks for loading other kinds of kernel files"

This reverts commit 2c2b1e05.

Android is not ready to handle the new firware_load policy yet and this
causes modules to fail loading their firmware files. While the selinux
policy get updated to handle this, temporarily revert this patch which
causes the breakage.
