ANDROID: fuse-bpf: Add /sys/fs flags for fuse-bpf version 



Add /sys/fs/fuse/features/fuse-bpf to allow detection of whether
fuse-bpf is available.

Test: cat /sys/fs/fuse/fuse_bpf_major_version
