Revert "sched/fair: Fixup wake_up_sync() vs DELAYED_DEQUEUE"

This reverts commit a2562bdd which is
commit aa3ee4f0 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
