Revert "net: fix IPSTATS_MIB_OUTPKGS increment in OutForwDatagrams." 



This reverts commit 56712f74 which is
commit b4a11b20 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
