CHROMIUM: config: Clean up arm64 from menuconfig and savedefconfig

This was done automatically by make menuconfig and make savedefconfig.
savedevconfig will canonicalize the defconfig properly by re-sorting
entries, removing commented out entries, and adding / removing configs
which are coming from new upstream patches.

BUG=b:265969396
TEST=Use modprobe configs and zcat /proc/config.gz on kukui to confirm
configuration changes.
