ANDROID: fix up crc problems 6.1.119

In commit 8fad7b00 ("mm: refactor arch_calc_vm_flag_bits() and arm64
MTE handling"), new .h files are included which break the CRC generation
of some symbols.  Fix this up by only including the .h files for when a
real build happens to preserve the ABI.
