Revert "Bluetooth: hci_core: Fix missing instances using HCI_MAX_AD_LENGTH"

This reverts commit 99f30e12 which is
commit db08722f upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
